Judges Barking Up The Wrong Tree

‘The unlicensed pit bull ran down the street, grabbed Aufiero’s beagle, Zoey, and violently mauled Zoey as Aufiero’s young nieces watched in horror. Aufiero repeatedly punched Anibus’ head so hard that he fractured his right pinky trying to force the pit bull to release Zoey.

New York’s Dangerous Dogs Law gives local officials the legal tools to deal with vicious pets like Anibus by forcing owners of dangerous dogs into court and requiring them to undertake safety measures and get insurance. Judges can also order euthanasia. Yet judges don’t always impose the harshest requirements, even on dogs that have repeatedly attacked people.

Are Judges (lawyers by training) best qualified to devise safety measures to protect the public from dangerous dogs?

What happened to the good old days when the Judges limited themselves to deciding on the application of laws?!
